How a Plumbing-Related Stop Work Order Gets Issued
DOB issues stop work orders (SWOs) when inspectors discover conditions that require immediate correction before work can resume. Common plumbing-related triggers include:
- Work performed without a permit — plumbing alterations, gas line work, or drain/waste/vent rough-in performed without a DOB plumbing permit
- Non-compliant installations — work in progress that doesn't conform to the permitted scope or doesn't meet NYC Plumbing Code
- Unauthorized deviation from approved plans — plumbing rough-in that differs from filed plans
- Unsafe conditions — open gas lines, improper venting, or conditions that present a hazard to occupants or the public

Why You Need a Licensed Master Plumber Specifically
After-the-fact permit filings, gas line corrections, and drain/waste/vent work that triggered an SWO all require a Licensed Master Plumber to file permits and supervise corrective work. DOB will not issue a sign-off on a plumbing-related stop work order without an LMP's involvement. Attempting to resolve a plumbing SWO through unlicensed work creates additional violations and extends the order.
